Public-service teams and the managers who run them: municipal and provincial units, federal teams, Crown agencies, and the public bodies in between. No Lean background is assumed. The program works best with an intact team, because the delay usually hides in the handoffs between units.
Almost no trainer can teach a government team credibly, because almost none has worked inside one. Our founder spent years inside a federal agency, on the side of the desk that verifies whether what was reported matches what can be proven. The examples are real, the constraints are understood, and the room can tell the difference between a private-sector case study and someone who knows how the public sector actually runs.
To see value from the citizen's point of view, name the eight wastes in their own work, map a real process and mark where it waits, measure lead time against touch time, find the one step that holds everything up, and run the 5 Whys on a real quality problem while staying tough on the process and easy on the people.
A single workshop can start a change. Making it a habit takes a light rhythm: a visible board, a short standing review, and a standard written down once so the fix survives the next reorganization and the next new hire. We teach that rhythm, and when a team wants help holding it, fractional operations runs it alongside them for a quarter.

Sessions run from a half-day awareness workshop to a full-day practitioner day, sized to the team and the goal. Everyone leaves with a real artifact from their own work, not a binder of theory.
